| Nine departments including Sichuan
Provincial Department of Commerce recently issued the Implementation
Plan for Three-Year Action on County-level Commercial Development in
Sichuan Province (2023-2025) (the "Plan" for short). The Plan proposes
that by 2025, Sichuan will create no less than 30 national "leading
counties" in county-level commerce, and select 30 counties to be
encouraged by county-level commercial development actions. 176
agriculture-related counties (county-level cities and districts) will
have "basic" or above commercial functions. The two-way circulation
channels of industrial products to the countryside and agricultural
products to the city will be further expanded. A virtuous circle will
exist in increasing farmers' income and improving consumption quality to
catalyze rural industrial revitalization and meet rural residents'
production and living needs.
In recent years, Sichuan has
continuously accelerated the county-level commercial development.
Statistics from the Department of Commerce show that up to now, Sichuan
has 455 county-level trade centers, with a coverage rate of 88.5%; 270
county-level logistics distribution centers, with a coverage rate of
90.16%; 3,087 township trade centers, with a coverage rate of 79%; and
about 110,000 village-level convenience stores, with a coverage rate of
70%. However, some problems still remain, such as unbalanced regional
development of counties, outdated facilities for rural commerce and
trade stations, low proportion of express logistics to villages, and low
efficiency of online sales of agricultural products.
The Plan clarifies that Sichuan will
complete three key tasks: improving county-level commercial facilities
and business formats, improving logistics level in counties, townships
and villages, and improving the online sales of agricultural products.
Sichuan will make arrangement for three priorities: compliance
inspection of county-level commercial systems, recommendation of
"leading" counties in county-level commerce, and selection of counties
to be encouraged by county-level commercial development actions. The
goal is to speed up the improvement of weak links in rural commercial
facilities, improve the rural logistics distribution system, guide the
transformation and upgrading of commercial circulation enterprises, and
promote the high-quality development of county-level commerce. |
